Over the past few weeks I have been outlining a plan called Universal Medicare Choice. In the first week I outlined the basics of the plan which is financed as a single payor but maintains individual choice and the private market. In the second week we talked about how much the plan will cost.

This week we will address the structural changes needed to make the plan work well. This is a short sweet article, but one that packs a lot of content into a small space.

The key things to remember are that Universal Medicare Choice works because private entities will compete to manage care and costs. The key to making this effective is to create a competitive environment...
